The state I live in has a bridge which has a drain pipe that pollutes the hackensackriver with snow salt. law?

The State of New Jersey operates a bridge which carries cars. It is above the Hackensack River and it has a drain pipe underneath the bridge, which disposes water into the river and also when it snows, the snow salt used to clear up snow also is disposed into the waterway and its a polluant. Is this illegal? ALL OF THE CHEMICALS FROM SNOW SALT TO MELT THE SNOW JUST FALLS INTO THE RIVER CAUSE OF THE PIPES THAT HANG FROM THE BOTTOM OF THE BRIDGE. THAT'S WRONG. IS THIS ILLEGAL?
