Looking for an anime I once watched?

I remember that it started in a city, I think it might have been really polluted. The main character was this guy, he had white hair, I think, and he was in trouble, maybe with his school? And then he ends up in some other place, and he has this... wind power and these weapon things like wings.... and there was somebody who had power over fire......... I don't remember much of it, but I remember thinking it was really cool... I think I only saw the first few episodes.... so... If it rings any bells?
