Is Victorias City in Ne9ros Occidental a nice place to live?

Any smaller city thats never in the news is probably a nice place (compared to Mnl) Of the ones I've seen Mindanao has nice small cities. Cabadbaran, Dipolog, Cagayan, Davao, Gen San and all points inbetween those places..
